Implementing the Housing Opportunity Through Modernization Act (HOTMA) has been a complex journey for both state housing agencies and affordable housing management companies. This session will feature Tari Bradley, Portfolio Support Manager at Oregon Housing and Community Services, and Carole Brown, Compliance Manager at CAHEC Management, who will discuss HOTMA implementation issues and lessons learned from getting organized and training staff, working through software and form updates, and managing layered funding challenges across properties and states.
The conversation will also cover timing considerations tied to HUD’s shifting guidance and rollout delays, the use of best practice forms, and approaches to ongoing support through and after implementation.
